The Shallows is the first level you explore in the game. It’s populated by lazy lizards scrounging up a meager existence in the light that leaks through grates in the ceiling to the world above. Without power to the rest of the city most lizards have migrated to the Shallows, making it overcrowded with lethargic residents. What was once a bustling hub for new ideas and community is now the central location for half-assed fixes and unpleasant conversation.
